Serious injuries deserve experienced attorneys
Serious crashes are not spread evenly across the District. They concentrate on a small number of corridors, and the District government has identified which ones and published the analysis. That matters beyond safety planning, because a documented pattern of collisions at a location is evidence that a hazard was known.
The High Injury Network
DDOT analyzed every corridor in the District using reported injury and fatality crash data from June 2016 through July 2021. The result is the High Injury Network. According to the Metropolitan Police Department, these corridors represent only five percent of District roadways yet account for almost half of all major injuries and fatalities.
That concentration is the single most useful fact about crash risk here. A driver spending a commute on one of these streets faces materially different exposure than the same driver on a residential block, and the District has known which streets those are since 2022.
New York Avenue and South Capitol Street
In February 2025, District officials designated the first Safety Corridors for enhanced enforcement and education. Both are on the High Injury Network, and MPD noted at the time that neither had a road safety intervention planned within the following five years.
- New York Avenue NE functions as a high-speed arterial carrying commuter and freight traffic toward US 50, with signalized intersections interrupting sustained speeds. That combination produces severe intersection collisions rather than minor ones.
- South Capitol Street carries heavy volume across the Anacostia and through residential areas in Wards 6, 7, and 8, where the District’s traffic injury and fatality rates run highest.
Corridors With Recurring Problems
Several other locations appear consistently in crash reporting and in the District’s own intervention lists.
- Rock Creek Parkway presents blind curves, narrow lanes, and directional reversals during rush hour. Portions fall under US Park Police jurisdiction rather than MPD, which affects both investigation and reporting.
- Pennsylvania Avenue SE and Branch Avenue combine commuter volume with dense pedestrian activity and frequent turning conflicts.
- Georgia Avenue NW runs the length of the city through commercial blocks with constant curbside activity, transit stops, and mid-block crossings.
- Bladensburg Road NE and Benning Road NE carry substantial freight traffic through neighborhoods that were not designed for it.
- North Capitol Street produces recurring conflicts where the arterial meets cross streets at grade, including at New York Avenue.
Highway segments carry their own profile. Crashes on I-295, I-395, and the Southeast Freeway occur at speeds that make highway collisions disproportionately severe, and a single loss of control frequently becomes a multi-vehicle collision before traffic can stop.
Why Location Evidence Matters to a Claim
Crash history is discoverable and public. Where a collision occurs at a location with a documented record of similar crashes, that record can support the argument that the danger was foreseeable and that the responsible party had notice of it. Depending on the facts, this bears on the driver’s conduct, on the design or maintenance of the roadway, or on both. A roadway defect claim and a driver negligence claim can proceed together, and establishing liability against more than one party often determines whether adequate coverage exists at all.
Speed is the recurring factor across nearly every one of these corridors, and a speeding collision produces both greater injury and a stronger negligence argument, since exceeding a reasonable and prudent speed for conditions is a breach regardless of the posted limit.
Where the District itself may bear responsibility for a roadway condition, the six-month notice requirement applies rather than the ordinary filing deadline, which makes early evaluation necessary. The fatality counts behind these designations swing considerably from year to year, and reading DC accident statistics alongside the corridor data gives a more accurate picture than either source alone.
Crossing Jurisdictional Lines
Many of these corridors continue past the District boundary under different names and different authorities. A crash a few hundred yards into Prince George’s County is governed by Maryland law, and one on the Virginia side of a bridge falls under Virginia’s rules and its shorter two-year deadline, which is why Northern Virginia collisions are evaluated separately from District ones. Determining which jurisdiction applies is the first question in any crash near a boundary.
